Indian rulers tried to bring the port's under control because it was a source of great revenue for a kingdom. Hence, all rulers tried to build ports under their control to facilitate foreign trade.

Because it was a source for revenue generation, is the right answer.

Indian rulers always wanted to establish their control over ports with their only aim to generate revenue. During that time the control over ports was necessary to conduct foreign trade. Since the Indian econ-omy was based on agriculture and assisted by trade, it became necessary for the rulers to keep control over ports. Their control over trading ports could provide them with sufficient revenue, for instance, the traders were charged with various customs duties etc.
