Simply because it is quite unstable due to to lard difference in size of H and Bi. The anion (Bi3-) is quite larger than cation(H+) . Hence it can easily loose hydrogen and reduce other elements. ( Elementary concept if reduction meant loss of oxygen or gain of hydrogen).
