a) When the bicycle is in motion, angular momentum stabilizes the motion by avoiding tilting due to torque by external force.
Also, moment of inertia provided by the wheels resist change in direction of wheels.
b) When bicycle is standing still, external forces easily act on bicycle to tilt it.
