It is stated as universal law of gravitational because this law works in the whole universe.
every object in the universe has a gravitational pull with efficient other object in the universe with a magnitude directly proportional to the product of their masses and inversely proportional to the square of distance between them.

Ok...i found thks on Google. Newton did not "figure out" his universal law of gravitation completely on his own. He instead expanded upon the works of Galileo, Kepler, Halley, Huygens, Hooke, and others. ... Apparently Newton and Hooke independently discovered the inverse square relationship.
