Why is maximum covalency of group 15 elements (other than nitrogen) equal to 6?

The oxidation state of N in HNO3 is +5. In a simple way you can think of it as the total number of electrons it has used in covalent bond formation.The plus sign indicates that the electrons are more tightly bonded to oxygen, as it is more electronegative than N.
