Because it has two houses upper house and lower house ( Rajya sabha and Vidhan Parishad) and has both legislative assembly and legislative council but only 7 have this they are
1) Jammu and Kashmir
2) Uttar Pradesh
3) Madhya Pradesh
4) Bihar
5) Karnataka
6) Andhra Pradesh and
7) Telangana
