BECAUSE A STATE LEGISLATURE HAS TO NECESSARILY HAVE TO VIDHAN SABHA ( LEGISLATIVE ASSEMBLY ) .

AND THE LEGISLATIVE ASSEMBLY IS NOT MANDATORY. THE LEGISLATIVE COUNCIL MEMBERS ARE NOT ELECTED BY THE PEOPLE. A STATE CAN CHOOSE NOT TO HAVE IF THEY WISH AND MANY STATES DONE IT ALREADY...
