It is because tungsten has a very high melting point. If it is used as a fuse wire, then it will not melt even when large amount of current is passed through it , and the appliance will be damaged.

Tungsten is not a very good i.e. a weak conductor of electricity. That is why it is not used in the fuse as it won't serve the purpose of allowing current to pass at all. But, tungsten has a very low melting point. Hence it is used a bulb to fuse the bulb when excess current passes through the wire and and produces a lot of electricity, it will cut the chain of current.
