a simple and fragile points which considerate no harm to india are that
Unlike the US and other Western nations, India doesn't have any experience in foreign combat missions and fighting on foreign soil . thats why india never approached isis on a war propanganda
2. Dealing with Pakistan: At a time when Pakistan has not stopped financing and sending terrorists to India despite the Peshawar attack, such a mission would dilute India's focus on Pakistan sponsered terror. this has caused our goverment bodies to priyortize their gdp budget to minimum which make its helpless to fight isis
3. Internal insurgencies: Naxalism has affected India badly and its growth in northern states is a cause for serious concern. Present in almost 223 districts across 20 states, it continues to bleed India and none of the previous governments hasn’t been able to broker peace with them.. india itself is sustening religious balances as one try to gain superiority over another
4 Enormous costs: A foreign mission in Iraq and Syria will cost the Indian exchequer massively. As per estimates, the US government spends $300,000/hour for their air strikes against the ISIS, which is definitely unaffordable for India.

The reason's quiet simple. First, PM modi is covered by various commandos. Second,he lives in delhi which is quiet far away from the borders of india - pakistan(I dont know whether they come from pakistan but it is sure that they come from north western countries but they all are allowed via pakistan) . Third,I.S.I.S is not so dunder headed to enter India for killing OUR Respected PM,because, they know that if they enter India and kill our PM they will not be able to return to PAKISTAN THEIR BASE. And if they attacked india then it is for sure their will be war and their defeat a deadly defeat. So, here are your reason, thank you for giving such a good question which is so good to answere.
