I think the answer is this

He repeatedly says that it was a famous victory so as to put emphasis on the greatness of that war as their country won that war.He was much more occupied with the thinking of other people because he told us about the evils of the war that are expectant mothers and new born babies died,after war many men lay rotting in the sun and many people were slain in that victory and at the end he said it was a famous victory.This proves that he,inspite of knowing the evils of the war was following the thinking of others.
