Why only lower jaw moves and not the upper jaw?

Your question is relevant.
Our lower jaw is the only movable bone in the portion above neck.
This is because our upper jaw is connected to the rest of the part.
The reason behind it is that if our both Jaws would move then it would not be easy or even possible for us to chew our meal !
