The main reason that rbcs don't contain Golgi apparatus is that the absence of this organelle makes it possible for the red blood cell to be free of the rigidity provided by Golgi. This basically helps it to squeeze through tiny spaces and thus allows RBC to access even the most remote areas of the body.
As per the definition of cell.. it is the basic structural and functional unit of the body which can replicate independently. Therefore as RBC can multiply independently, it is considered to be a cell.

RBC is enunucleated ( without any nucleus ) except in camels and Llama
SO, in RBC , cell organells such as ER, mitochondria, ribosomes , centriole etc are absent
This adaptation is to utlize all the internal space available for oxygen transort
