As the most viewership of the game was in India and the richest cricket board was the BCCI.
Also as the money making potential was expected more in Indian subcontinent.
Ultimately the centre of gravity of the game shifted to South Asia.
Also after the decolonisation process continued which made the English colonies into independent countries which ultimately led to the power of English in international politics trade commerce sports military etc to reduce.
So the English lost the veto power in the proceedings of the ICC.
This led to the conversion of Imperial Cricket Conference to International Cricket Council.
In 1995 ICC shifted from England to the tax free Dubai.

(i) The technology of satellite television and the worldwide reach of multinational television companies created a global market for cricket.

(ii) This simple fact shifted the balance of power in cricket and it had become a global game.

(iii) Since India had the largest viewership amongst the cricket playing nations and the largest market too, the games centre of gravity was shifted to South Asia.

This shift led to the shifting of ICC headquarters from London to Dubai.
