The main reason why western flowing river are not forming delta is the Hard rocks which prevent them from forming deltas . Hence, these rivers form ESTUARIES because they are not allowed widen mouth to the sea.

On . the other hand ,

Eastern Flowing rivers forms deltas because their have mountains in their path they deposit their sediments  before entering into sea and can form a Delta.
