Robespierre's reign was termed as 'reign of terror' because he followed a policy of severe control and punishment. He tortured people who were not in favour of the democracy. Him being so harsh led his own supporters to ask him for being polite and stop torturing people. Later his people dared to protest against him and he was finally sentenced to death.
