It is a basic theorm that is to be applied in this question. It is that tangents from an external point to same circle are equal.

So here PM= RM (from same external point M)------------(!)

Also it is given that PQ= RS---------------------(2)

Now subtract equation (2) from (1) we get:-

PM - PQ = RM - RS

QM = SM.
