Why isn't Attorney general a permanent government employee/ lawyer? Why is AG allowed private practice?

Like every other lawyer of the country, the Attorney General cannot be employed by anyone as it would be restricting his independency. An Attorney General is the Government’s top lawyer of the country and thus he cannot be employed by the Government which would mean that he can take part only in government affairs and it is against the rule of advocacy. The role of an Attorney General is to argue against cases of the government and being a permanent would comprise his duty and obligations. He has to act first as a lawyer not as a government employee. That is why he has an authority to do private practice.
